Jay Rosenblum Promoted to Chief Human Resources Officer
NEW YORK, N.Y., March 21, 2017 – The Guardian Life Insurance Company of America® (Guardian), one of the nation’s largest mutual life insurers and a leading provider of employee benefits, promoted Jay Rosenblum to chief human resources officer. He is now a member of Guardian’s Executive Leadership Team. Guardian has appointed Laura D. Haines as senior vice president and head of government affairs. Ms. Haines succeeds Jay Rosenblum. Both will report to Deanna Mulligan, president and chief executive officer.
In his new role as chief human resources officer, Mr. Rosenblum will lead the company’s efforts to recruit and retain the best talent, enable a flexible and diverse workforce, and support the culture that has made Guardian a respected and leading mutual company for more than 150 years.
“Jay’s transformational thinking and creativity, combined with his experience in the industry and across functions, have brought an innovative perspective to our human resources function,” said Ms. Mulligan. “I am pleased that Jay is expanding his contributions to Guardian as a member of our executive leadership team.”
Mr. Rosenblum has been with Guardian since 2015. Previously, he served as senior vice president of government affairs for both Guardian and The Hartford. His experience also includes representing the accounting profession in Washington, D.C., first at Ernst & Young and later as the head of Grant Thornton’s government affairs office. Earlier in his career, he served in the Clinton administration as a law clerk with the U.S. Court of Appeals for the D.C. Circuit.
Based in Washington, D.C., Ms. Haines will lead Guardian’s public policy agenda through analysis, policy development, and advocacy with public officials, regulators, and the industry on global, federal, state, and local public policy issues.

Ms. Haines has spent the last 15 years in the Washington, D.C., office of The Hartford Financial Services Group, where she most recently served as vice president of federal affairs. During this time, she advised The Hartford’s executive leadership team on federal legislative and regulatory opportunities. She has also chaired the American Insurance Association’s Federal Affairs subcommittee and the American Council of Life Insurers’ Long Term Care Federal Legislative Strategy Group.
